Full-compliance gold export from Uganda — DGSM permits, URA clearance, Entebbe Airport logistics, OECD conflict-free certification, and international documentation. End-to-end.
Exporting gold from Uganda is a regulated, multi-agency process requiring permits from the Directorate of Geological Survey and Mines (DGSM), payment of export levies to the Uganda Revenue Authority (URA), certified assay reports, and a certificate of origin from the Uganda Export Promotions Board (UEPB). Navigating this process incorrectly results in seizures, penalties, and costly delays.
Oasis Gold Refinery provides a complete, end-to-end export service. Our compliance team has handled hundreds of successful gold export consignments through Entebbe International Airport and road routes to Mombasa and Dar es Salaam. We know every step, every form, and every agency requirement — so your gold moves smoothly.
We work with DGSM-licensed clearing agents, maintain active relationships with URA and UEPB officials, and ensure every consignment is OECD Due Diligence and conflict-free certified — meeting the standards required by European, North American, and Asian refineries and bullion banks.
We hold all required DGSM refinery and mineral dealer licences for legal export operations.
Assay cert, export permit, certificate of origin, URA clearance, packing list — all handled.
Established relationships with licensed cargo agents and customs at Entebbe International Airport.
Full OECD Due Diligence chain-of-custody documentation accepted by international refineries.
Tamper-evident sealed packaging, armed escort, fully insured transit for every consignment.
Per the Uganda Mining Act and DGSM regulations, the following must be in place before any gold consignment can legally leave Uganda. Oasis assists with every item.
From refinery intake to international delivery — here is exactly how Oasis handles your gold export consignment.
Your gold is refined to 999.9 fine standard at our Kampala facility. A fire assay certificate confirming purity is issued — this is the foundation document for the entire export process. If your gold is already refined, we perform an independent assay and issue our certificate.
Oasis submits the export permit application to DGSM on your behalf, attaching the certified assay report, your mineral dealer's licence, and proof of source. DGSM inspects the consignment and, upon satisfying all requirements, issues the per-consignment export permit.
Uganda Revenue Authority assesses the consignment for: the 5% export levy on the declared gold value, plus the USD 200/kg levy. Our team prepares the full URA declaration and facilitates payment through the URA e-Tax system. A URA payment receipt is issued.
We obtain the Certificate of Origin from the Uganda Export Promotions Board, confirming the gold originates from Uganda. This document is required by international customs authorities in destination countries and by international buyers for regulatory compliance.
Oasis compiles the complete OECD Due Diligence chain-of-custody package: source mine declarations, transport records, refinery intake records, and the conflict-free certification. This package is required by most international refineries and bullion banks as a condition of purchase.
Gold is packed in tamper-evident, numbered containers and presented for URA customs inspection and sealing at Entebbe International Airport. Our licensed clearing agent manages all cargo documentation with the airline and airport authorities. Armed escort is arranged for transport to the airport.
Consignments are shipped via insured airfreight to Dubai, Switzerland, Hong Kong, London, or any destination. Oasis works with established international cargo handlers. We provide tracking updates throughout transit and coordinate with the buyer's receiving team for seamless handover.

Uganda's export tax structure for gold is governed by the Mining Act (Cap 148) and updated URA statutory instruments. The 5% export levy applies to both small-scale and large-scale traders and is calculated on the declared CIF (Cost, Insurance, Freight) value of the gold at time of export.
The additional USD 200/kg levy is assessed on the net weight of fine gold being exported. URA and DGSM verify all documentation jointly before releasing any consignment for departure at Entebbe.
Exporters who are VAT-registered in Uganda may be eligible for VAT zero-rating on export transactions — Oasis can advise on this during the consultation process.
International buyers require proof that Ugandan gold meets global responsible sourcing standards. Oasis documentation is accepted by refineries and banks worldwide.
We adhere to the OECD 5-Step Framework for Responsible Supply Chains, including risk assessment, risk mitigation, third-party audit, and annual disclosure — the global standard for conflict-mineral compliance.
Oasis participates in the International Conference on the Great Lakes Region (ICGLR) Regional Certification Mechanism — the multilateral framework for mineral trade compliance across the Great Lakes region of Africa.
Our refining processes and documentation align with LBMA Responsible Gold Guidance — the standard that underpins acceptance of gold by London Bullion Market members and international trading institutions.
Strict Know Your Customer (KYC) and Anti-Money Laundering (AML) screening is applied to all trading and export clients per the Financial Intelligence Authority of Uganda requirements. Full financial transparency is maintained.
All refining operations are conducted under National Environment Management Authority (NEMA) certification, with full waste management and environmental protection protocols in compliance with Uganda's environmental laws.
Our conflict-mineral documentation package meets the requirements of the EU Conflict Minerals Regulation and US Dodd-Frank Act Section 1502 — enabling Ugandan gold to enter regulated markets in Europe and North America.
